Utilization out of band.
A lighting circuit's on-fraction falls outside the expected band for its space — too high for a sensor-controlled area, or too low for a space that should be lit.

- Per-circuit on/off state; expected utilization band per space.

- Reviews the out-of-band circuit and scopes the sensor or circuit check.
- Action plan

(1) Confirm the circuit's on-fraction is outside the space's expected band for the period (not a one-off).
(2) Too HIGH for a sensor-controlled space (parking, back of house) -> suspect a stuck occupancy sensor or miscalibrated detection; verify and recalibrate or replace.
(3) Too LOW for a space that should be lit -> suspect an intermittently failing circuit, breaker trips, or clustering lamp/ballast failures; scope a maintenance check.
(4) Where Schedule Compliance is clean but utilization is off, the issue is the equipment or sensor, not the schedule.

(1) Repeated high utilization on a sensor circuit -> sensor replacement, not a schedule change.
(2) Low utilization with rising lamp-out reports -> group relamp candidate.
